You can check where in the registry it is trying to access by running this utility when logged on as a user without the permissions, and look for access denied messages on registry access. This should give you the registry paths to check. Once you have this info you can then open regedit (for XP) or regedt32 (for 2000) and change the permissions on this key to allow the users full access (or whatever access you think is the bare minimum for this to work!?).
